Abstract

Cloud-based Big Data integration Frameworks suitable for national Disaster Management Systems are examined, with particular emphasis on national and international Disaster scenarios and the requirements they impose. Key concepts and definitions are reviewed, together with important Cloud deployment and service models. Existing Cloud-based Big Data integration frameworks, able to address the particular demands of national Disaster Management Systems, are identified, with special consideration for Data Ingestion, Processing and Integration capabilities. The evaluation confirms that such frameworks exist but are in part still maturing and require consolidation and independent validation before they can be recommended for wide use.

National and international Disaster Management Systems face many challenges, including high operational costs, the management of data sourced from heterogeneous Data Providers and the lack of a coherent Disaster Analytics framework that integrates these issues. The use of Cloud-based Big Data offers potential solutions to these difficulties, but much work remains to be done before it is possible to recommend a solution suitable for these scenarios. The analysis of Cloud-based Big Data integration Frameworks to address the needs of a national Disaster Management System, highlighted the importance of considering the national and transnational dimensions of specific Disasters. Existing Frameworks exhibit the required properties but are still maturing: Data Processing security and resiliency properties need independent validation before they can be aptly applied in this domain.
