Growing demand for data-center services creates operational strain and performance risk. In response, service providers are transforming service delivery through greater cognitive support for service-dominant partnerships with customers. This paper proposes a Cognitive Service Delivery Framework for Data Center Customer Operations and Fulfilment Excellence, detailing the structure, integration, governance, and experience of cognitive-enabled service processes. The theoretical foundations of service-dominant logic, IT service management, and cognitive automation are clarified. Key operational domains—incident and problem management, capacity and resource optimization, change and configuration management, and service continuity and disaster recovery—are delineated. The case for a dedicated cognitive-delivery platform is developed, with attention to data requirements and flows, layered architecture, and integration points with existing ITSM, DCIM, and orchestration solutions. The selection, modelling, and ethical use of customer data are also addressed, offering a practical and actionable playbook for achieving excellence in data-center customer operations.
