Abstract

Economic and financial sanctions are a key non-military tool used by governments and international bodies to pressure adversaries into halting objectionable behavior. These measures typically include banking and trade restrictions, travel bans, and asset freezes, and form a core pillar of anti-money-laundering frameworks alongside counter-terrorism financing efforts. Sanctions lists issued by various authorities are updated frequently and often extensively, making timely compliance a persistent challenge for affected institutions.

Beyond simply screening customers, suppliers, and business partners against these lists, organizations in many jurisdictions must also demonstrate continuous monitoring and maintain robust processes for managing list updates — a requirement that adds significant operational complexity.

Sanctions screening is a specialized subfield of financial crime detection, yet existing solutions are often expensive, rigid, and poorly suited to scale. Many institutions still manage screening reactively, while also needing to retain detailed audit records to meet evolving regulatory demands. Growing interest in applying novel technological approaches to financial crime data offers the potential for improved detection capabilities and a deeper understanding of sanctions-related risk. Additionally, organizations working with high-volume streaming data require a cloud-native, streaming-based sanctions screening framework to support real-time decision-making. Such an architecture enables responsive, elastic, and independently scalable detection — capabilities essential for modern compliance operations.
